Bill Chapman

Bill Chapman has extensive work experience in the field of engineering and technology. Bill is currently serving as the Director of Engineering in the Office of the CTO at the U.S. Department of Veterans Affairs. Prior to this, they held multiple roles at the United States Digital Service, including Director of Engineering and Digital Services Expert. Bill also founded their own consulting firm, 28 Protons LLC, where they worked as the Founder and Principal Consultant. Bill has worked as a Consulting Enterprise Solutions Architect at Independent Health and held leadership positions at Stark & Wayne LLC, including Vice President of Engineering and Director of Engineering. Bill has also worked as an Executive Technical Consultant at Risk Watch Systems and as a Software Architect/Development Manager at Academic Software Plus/Liaison International. Bill started their career as a Partner/Software Architect at Division By Zero and as an Application Deployment Engineer at Engine Yard. Bill's expertise encompasses various areas such as site reliability engineering, cloud computing, software architecture, and Agile project management.

Bill Chapman holds a Master of Arts degree in Mathematics from the University at Buffalo, a Bachelor of Science degree in Mathematics from Buffalo State University, and an Associate of Science degree in Computer Science from Erie Community College. Bill also has additional certifications including a Vets First Service Disabled Veteran Owned Small Business certification obtained in September 2020 from the U.S. Department of Veterans Affairs and a Certificate in Management and Supervisory Skills from the State University of New York at Buffalo School of Management.
