Jimmy G. serves as a Nonresident Fellow at the UC Institute on Global Conflict and Cooperation, focusing on global science and technology policy research since July 2023. Currently, Jimmy also holds the position of Senior Associate (Nonresident) at the Center for Strategic and International Studies, effective January 2024, and provides advisory services as a Senior Advisor for Technology Analysis to RAND Corporation and other clients. Previously, Jimmy was Vice President of Global Policy at the Semiconductor Industry Association from 2015 to November 2023, where leadership included significant contributions to trade policy and the CHIPS & Science Act. Additional roles include Executive Committee Member at the United States Information Technology Office, Director of Global Policy & China Programs at the Information Technology Industry Council, and various positions focused on technology policy in China. Jimmy G. holds a B.A. in Political Science, East Asian Studies, and Chinese Language from Ohio University, alongside a Certificate in Advanced Mandarin Chinese from Harbin Institute of Technology.

The University of California Institute on Global Conflict and Cooperation (IGCC) addresses global challenges to peace and prosperity through academically rigorous, policy-relevant research, training, and outreach on international security, economic development, and the environment. IGCC brings scholars together across social science and lab science disciplines to work on topics such as regional security, nuclear proliferation, innovation and national security, development and political violence, emerging threats, and climate change. As the University of California’s system-wide institute on international security, IGCC convenes expert researchers across UC campuses and the Lawrence Livermore and Los Alamos National Laboratories, along with U.S. and international policy leaders, to develop solutions and provide insights on many of the most profound global security challenges.
