Frank Wijnveld started their work experience in 1990 as a Police Area commander at Politie Brabant Zuid-Oost, a role they held until September 2001. From August 2002 to August 2011, they worked at Philips Stadium PSV Eindhoven as a Manager Security & Operations. During this time, they also served as a Project Manager and later became the Stadium Manager from September 2008 to September 2012. In 2012, they joined InControl Enterprise Dynamics as a Crowd Management external advisor. In January 2013, Frank became the Directeur at CrowdProfessionals, a position they still hold. Frank also started working as a UEFA Security Officer in September 2013.

Frank Wijnveld has a diverse education history, spanning various fields of study and institutions. In 1981 to 1987, they attended Kennemer Lyceum Overveen, where they completed their HAVO studies. Following this, from 1990 to 1991, they pursued a Police diploma at HPO Politieopleiding Heerlen. In 1999 to 2001, Frank enrolled in the Open Universiteit, where their field of study was Dutch Law. From 2004 to 2006, they focused on learning the basics of the Spanish language at NTI. Additionally, in 2011, they undertook a course in Sociale Hygiene at SVH Horeca opleidingen. The same year, they started studying HBO Management at NCOI, which they completed in 2013.

Frank has also obtained additional certifications. In 2015, they received a UK Level 5 Crowd Science & Risk Analysis certificate from Highfield awe. Early in 2021, they completed a course called "Terrorism and counterterrorism: comparing theory and practice" at Universiteit Leiden.
