Isaías Barreto da Rosa

Isaías Barreto da Rosa currently serves as the UNESCO Representative to the Democratic Republic of Congo and Head of the Kinshasa Office since May 2022. Prior to this role, Isaías held the position of CEO and Executive Chairman of the Board at the Multisectoral Regulatory Agency of the Economy from November 2018 to May 2022. Isaías also served as the Commissioner for Telecommunications and Information Technologies for the Economic Community of West African States (ECOWAS) between February 2014 and February 2018. An academic career includes roles as an Assistant Professor and Director of multiple educational and technological initiatives at the University Jean Piaget of Cape Verde between September 2001 and January 2014. Isaías has extensive educational qualifications, including a Postdoctoral degree in ICT4D from Tallinn University and a PhD in Education and Human Development from Universidad de Santiago de Compostela.
