The Corporation of the United Counties of Prescott and Russell (UCPR) was created in 1820 to serve the municipalities included on its territory. The role of the regional government is to deliver services of regional interest or are too expensive for a single local municipality. The mayor of each municipality sits on the Council of the United Counties of Prescott and Russell and the residents of the eight municipalities contribute to the funding of the regional government through property taxes.

The Main Office of the United Counties of Prescott and Russell is located in L'Orignal, in the Township of Champlain. The day-to-day management of the UCPR is the responsibility of the Chief Administrative Officer and Secretary.

The Leadership Team at the United Counties of Prescott and Russell (UCPR) provides strategic oversight and direction for the regional government. Headed by the Chief Administrative Officer, the team coordinates efforts to ensure effective service delivery across the municipalities, aligns regional policies with community needs, and manages inter-municipal collaborations and planning. The team also involves the President of the Art, Cultural, and Sport Live Event Planning Committee in initiatives aimed at enhancing cultural and community life.
