Timothy Rychlec is the current Assistant Vice President of Facilities Management at the University of Houston-Downtown. Timothy previously served as the Executive Director of Facilities at Texas Southern University from April 2008 to July 2017. During their time at Texas Southern University, they created a Deferred Maintenance plan based on a system wide building audit and inspection strategy. Timothy also installed a Computerized Maintenance Management System (CCMS) that was directly linked to the Preventive Maintenance System (PMS) and warehouse. This system also interfaced with AutoCAD, allowing for instantaneous access to drawings and technical manuals for maintenance personnel.
Under their guidance, the Energy Management department was able to reduce overall electrical and natural gas consumption. With modifications to infrastructure and system automation, they achieved a reduction in energy operating costs which has correlated to the ability to operate at 50% less energy consumption then pier institutions of the same size with larger student populations. Timothy also conducted internal commissioning of two new buildings and recommissioning eight remodeled buildings. Timothy was selected by the State of Texas Coordinating Board to serve as a member of the board, participated in creating the formula the State uses to determine deferred and replacement values for campuses Statewide.
Timothy coordinated with College Presidents, Chief Operating Officers and Deans to modify existing facilities to better suit the curriculum expansion needs. Re-purposing existing structures added to the educational experience of the student without costly renovation expenses.
