Samir Youssef has a diverse and extensive work experience in contracts, grants administration, and procurement. Samir began their career in 1995 as an Acquisition Specialist at USAID/RIG/I/Cairo and later worked as an Investigator. In 2009, they were Deputy Chief of Party at Chemonics Int'l. Inc. and also served as Deputy Director of Quality Assurance and Contracts Control at the Industerial Modernization Center. From 2010 to 2013, Youssef held senior director positions at ACDI/VOCA, overseeing program awards, compliance, assessment, and risk management. Samir then joined URC-CHS as a Senior Contracts Officer from 2013 to 2018. At URC-CHS, they also served as Associate Director, Director, and Acting Vice President of Contracts and Grants Administration. In 2018, Youssef worked as Director of Contracts and Grants at Blumont, Inc. and later as Director of Procurement at IRD/Blumont, Inc. Overall, Samir Youssef has extensive experience in contract and grant administration and has held various leadership positions throughout their career.

Samir Youssef attended Ein Shams University in Cairo, Egypt from 1975 to 1978. Samir pursued a Bachelor of Commerce degree, majoring in Accounting and Economics.
