Brian Bills leads Upstream’s federal policy efforts as the Director of Federal Policy and Advocacy. In this role, he is responsible for developing and then advocating for federal policies (administrative and legislative) that would expand access to equitable, patient-centered contraceptive care, drawing from Upstream’s work with health care providers and their state policy efforts.
Prior to this role, Brian was a Strategy & Growth Manager at Upstream, then served as the interim Director of the Strategy & Growth team, where he helped implement Upstream’s strategic plan, supported effective decision-making across the organization, and built systems to support Upstream’s growth. Before joining Upstream, Brian worked at The Bridgespan Group, a nonprofit consulting firm, for three years, where he helped clients like The Harlem Children’s Zone and Reading Partners set their strategic direction and explore new initiatives. His work ranged from integrating trauma-informed approaches into existing wraparound programming, conducting a neighborhood analysis of community assets and needs across the Bay Area, and designing a Diversity, Equity, and Inclusion initiative.
