Hayley Coleman Halphen has extensive experience in the public and private sectors. Hayley began their career in 2008 as a Litigation and International Arbitration Paralegal at Cleary Gottlieb Steen & Hamilton LLP. In 2010, they were a Report Analyst Intern at Leaders League. In 2011, they were a Research Assistant Intern for Maria Miller MP of Basingstoke at the House of Commons, a Research and Communications Intern at Localis (think tank), and a Project Coordinator/Researcher at the New Cities Foundation. In 2012, they were an Area Manager Europe/International Networks and Projects Manager at the Institution of Civil Engineers. In 2014, they were an Independent Contractor at Happold Consulting and a Director, Plan Management, Deputy Director, Transportation & Infrastructure, Transportation & Infrastructure Project Manager, and Transportation & Infrastructure Program Analyst at the New York City Emergency Management Department. In 2020, they were a Risk Management Consultant at ABYLON and, currently, is the Head of Deployment at Urban Radar.

Hayley Coleman Halphen's education history includes a Bachelor of Arts in Geography and French Studies from Dartmouth College (2003-2007), a Master's Degree in Urban Policy from Sciences Po (2009-2010), and a Master of Science in Regional and Urban Planning Studies from The London School of Economics and Political Science (LSE) (2010-2011). In 2013, they obtained a PRINCE2 Practitioner certification from APMG-International.
