Manager, Environmental Justice And Community Relations at US Environmental Protection Agency

Manuel Oliva currently serves as the Manager of Environmental Justice and Community Relations at the U.S. Environmental Protection Agency, a position held since November 2024. Prior to this role, Manuel was the Chief Executive Officer of Point Blue Conservation Science from May 2019 to November 2024, where strategic and operational responsibilities were managed to fulfill the organization’s mission. Manuel has also held leadership positions at the USDA Foreign Agricultural Service as Acting Director, focusing on agricultural capacity building in developing nations, and at the Department of Energy & Environment as Chief of Compliance and Enforcement in the Air Quality Division. Earlier experience includes consulting in sustainability and climate, directing U.S. climate policy at Conservation International, and serving as Program Director of the Climate Leaders Program at the EPA. With a Master’s and Bachelor’s in Mechanical Engineering from the University of Maryland, Manuel has extensive expertise in environmental compliance, climate policy, and community relations.
