Vanessa Brower is currently a Subject Matter Expert for Community Recovery at Witt O’Brien’s. Vanessa has over fifteen years of experience in the field of emergency management and disaster recovery.
Vanessa started their career as a Director at Olympic Community Action Programs where they managed programs aimed at helping low-income families become self-sufficient. In 2001, they transitioned to ICF International Emergency Management as a Project Manager. There, they oversaw projects focused on disaster preparedness and mitigation, response and recovery.
In 2011, Vanessa joined ATCS, P.L.C. as a Community Planning and Capacity Building Recovery Planner III. In this role, they provided technical assistance to FEMA Community Recovery Planning effort under the National Disaster Recovery Framework NDRF. Vanessa also helped scope, develop and document housing, economic, and infrastructure projects to repair and rebuild communities affected by natural disasters. Vanessa was also a Technical Specialist for program design and implementation of Community Development Block Grant - Disaster Recovery CDBG-DR funding.
During their time at ATCS, P.L.C., Vanessa was heavily involved in the recovery efforts for three major disasters: New York Disaster 4085 (Hurricane Sandy), Pennsylvania Disaster 4025 & 4030 (Hurricane Irene and Tropical Storm Lee). Vanessa was also a technical contributor to the development of a block grant disaster recovery playbook for the Regional Catastrophic Planning Team covering parts of Connecticut, New Jersey, New York and Pennsylvania.

Vanessa Brower has a Bachelor of Science in Accounting from Central Washington University. Vanessa is certified by the Project Management Institute as a PMP Project Management Professional and by the National Development Council as a Real Estate Development Professional, Single & Multi Family Development.
