Alena Bulatnikova has a diverse background in international trade and policy. Alena'smost recent role is as a Trade Policy Analyst at the World Trade Organization, which they started in May 2021. Prior to that, they worked as a Consultant at the World Bank Group from May 2020 to May 2021, where they were a member of the WTO-WBG project on the Survey on Barriers to Services Trade and Investment.
From July 2018 to May 2020, Alena worked as an Independent Trade Consultant, specializing in various trade policy issues such as electronic commerce, investment facilitation, and trade in services. Alena also had experience as an External Consultant at the World Trade Organization in October 2019, where they provided technical assistance as a regional expert at the Regional Trade Policy Course.
Alena's earlier experiences include working as a Third Secretary at the Permanent Mission of the Russian Federation to the World Trade Organization from June 2014 to July 2018. In this role, they were a lead expert and negotiator on various trade issues, including electronic commerce, investment facilitation, and trade in services. Alena also served as the delegation coordinator for the Russian Federation to the WTO.
Before that, Alena worked as a Consultant at the Ministry for Economic Development of the Russian Federation from September 2010 to June 2014. Alena'sresponsibilities included being a main technical negotiator for trade facilitation and customs issues in free trade agreement (FTA) negotiations, as well as coordinating negotiations on FTAs with the EFTA countries and New Zealand.
Alena's early career started as a Junior Analyst at the National Research University - Higher School of Economics from March 2009 to September 2009.
Alena Bulatnikova earned a Master's degree in International trade policy from the State University — Higher School of Economics, from the year 2005 to 2010. In addition, they obtained several certifications, including PRINCE2® 2017 Practitioner and PRINCE2® Foundation Certificate in Project Management from AXELOS Global Best Practice in January 2021. Alena also completed the Italian Language and Culture: Beginner course at Wellesley College in May 2020. Furthermore, they participated in various trade-related workshops and courses, such as the WTO Advanced Course on Trade in Services from the World Trade Organization in November 2015, the WTO Dispute Settlement System and Legal Underpinnings course in October 2015, the Asia Pacific Economic Cooperation Capacity building workshop on FTA negotiations from APEC - Asia-Pacific Economic Cooperation in November 2012, the Short Regional Trade Policy Course for Countries from Central & Eastern Europe, Central Asia and the Caucasus from the World Trade Organization in October 2011, the Technical Barriers to Trade course from the World Trade Organization in January 2011, the Trade Remedies and the WTO course from the World Trade Organization in January 2011, and a study tour to Geneva-based international organizations working on trade and development issues organized by UNCTAD in April 2008.
