Sharla Barklind Artz

Sharla Barklind Artz currently serves as the Security and Resilience Policy AVP at Xcel Energy since January 2021, previously holding the title of Director, Security and Resilience Policy. Prior to this role, Sharla was Senior Vice President of Government Affairs at the Utilities Technology Council (UTC) from 2019 to January 2021 and also served as Vice President of Government Affairs, Policy and Cybersecurity at UTC from January 2017 to January 2021. Earlier experience includes the role of Director of Government Affairs at Schweitzer Engineering Laboratories from February 2008 to January 2017, President of the Women's Council on Energy & Environment from 2001 to January 2011, and Vice President of Legal and Government Affairs at Genscape, Inc. from September 2003 to December 2007. Sharla held the position of Assistant General Counsel at NARUC from November 2000 to August 2003 and was a Legislative Assistant for Congressman Paul Kanjorski from 1999 to 2000. Sharla earned a JD from Georgetown University Law Center (1994-1997) and a BA in Psychology and Sociology from The University of Tulsa (1990-1994).
