Terry Emmert

Terry Emmert currently serves as SVP of Strategy at Xcelerate Solutions since November 2025. Emmert previously held the position of Director of the Adaptive Capabilities Office at the Defense Advanced Research Projects Agency (DARPA) from June 2023 to October 2025, and has an extensive career at the United States Department of War, where roles included Principal Deputy Director for Research and Engineering in Advanced Capabilities, Deputy Assistant Secretary of Defense for Materiel Readiness, and Acting Deputy Assistant Secretary of Defense for Materiel Readiness. Emmert's experience also includes positions at IBM as Associate Partner in Supply Chain Management, PRTM Management Consultants as a Manager in Supply Chain Management, and Dell Technologies as Program Manager for New Product Introductions. Emmert started a career with the US Navy as a Lieutenant Commander. Educational credentials include multiple advanced degrees from prestigious institutions such as the Massachusetts Institute of Technology and the Naval Postgraduate School, culminating in a Master of Science in National Resource Strategy from the Eisenhower School for National Security and Resource Strategy.
