Robert Kelsey currently serves as a Senior Policy Analyst at the American Fuel & Petrochemical Manufacturers (AFPM) since July 2023. Previously, Kelsey worked as a Legislative and Regulatory Analyst at the Department of Energy & Environment (DOEE) from February 2018 to July 2023. Prior roles include Associate Editor of the Environmental Law Reporter at the Environmental Law Institute, Law Clerk positions at AFGE, the Environmental Council of the States, and the US Environmental Protection Agency, along with serving as a Research Assistant for Professor Amanda Leiter at American University Washington College of Law. Kelsey holds a Doctor of Law (J.D.) in Environmental Law from American University Washington College of Law and a Bachelor of Arts (B.A.) in Philosophy from the University of Maryland.
