National Director - Flight Operations Quality Assurance (foqa) at Global Medical Response

Sean Mulholland, MAS, RSP has extensive experience in the aviation industry. Sean has held various leadership roles throughout their career, focusing on safety management and operational excellence.

In their most recent position as the National Director - Flight Operations Quality Assurance (FOQA) at Global Medical Response, Sean led efforts to create Flight Data Monitoring processes and establish a Flight Operations Quality assurance program for 10 operating certificates. Sean evaluated hardware and software vendors, engaged with senior FAA officials, and developed plans for data gathering.

Previously, Sean served as the Director of Safety at SevenBar Aviation, where they oversaw safety operations for air ambulance services and played a key role in the development and implementation of a Safety Management System (SMS) and a Flight Operations Quality Assurance (FOQA) program. Sean also represented the company in industry associations and conducted internal audits.

Prior to that, Sean was the Director of Safety at Air Evac Lifeteam, where they were responsible for the overall safety operation and the enhancement of the FAA-validated Safety Management System (SMS). Sean provided safety support during the COVID-19 pandemic and oversaw the expansion of the safety department.

Additionally, Sean served as the Manager of Safety Programs at Texas Aero Engine Services LLC. Sean reorganized and built new safety programs, achieving a significant reduction in the OSHA recordable injury rate.

Earlier in their career, Sean held various safety and quality roles at American Airlines, where they implemented safety initiatives and managed safety programs across operational areas. Sean also facilitated the evaluation and implementation of employee suggestions aimed at cost reduction, revenue generation, and safety and quality improvement.

Sean also has experience in airfield management, combat operations support, and charter pilot and flight instructor roles. Sean has a strong background in safety management, FAA regulations, and industry associations.

Sean Mulholland, MAS, RSP has a Master of Aeronautical Science (MAS) with a safety specialization from Embry-Riddle Aeronautical University. Sean also holds a Bachelor of Science (BS) in Aviation Science with a concentration in Flight Training from Bridgewater State University. Additionally, Sean has an Associate of Science (AS) degree in Information Systems Technology from the Community College of the Air Force. Sean has completed the Integrated Leadership Program (ILP) at Stagen Leadership Academy and is a certified facilitator of the Foundational Leadership Program. Sean is also certified in Just Culture and holds a Certified Flight Instructor (CFI / CFII / MEI) certification, along with a Commercial, Instrument, and Single / Multi-Engine Pilot License from the Federal Aviation Administration.
