Richard J. Luna

Richard J. Luna has a diverse work experience spanning several industries and roles. Richard most recently served as the Interim Director of the Baltimore City Department of Public Works, where they led a regional water, wastewater, and stormwater utility servicing almost two million people. Prior to this, Luna was the Deputy Director of the same department, overseeing various operations and administrative support. Richard also worked as a contractor for the DC Government, collaborating with different agencies in the Internal Services Cluster. Luna's experience in city management includes roles such as Deputy City Administrator and Assistant to the City Administrator in the City of Oakland. Earlier in their career, they served as a Management Analyst for the City of South Gate, where they implemented several city initiatives. Before their transition into public service, Luna worked as a Photojournalist for KEYE-TV, covering news stories and events. Richard also had a brief stint as a Researcher at The Broad Center for the Management of School Systems. Overall, Luna has gained extensive experience in leadership, administration, project management, and communication throughout their career.

Richard J. Luna received a Bachelor's Degree in Broadcast Journalism from The University of Texas at Austin in 2006. Richard later pursued a Master's Degree in Public Administration from California State University, Los Angeles, which they completed in 2014.
