Job description

Bangor International Airport is a Part 139 compliant commercial air service airport. The Manager of Airport Infrastructure and Facilities is responsible for overseeing the administration, management, and maintenance of airport facilities, including fuel farm operations, terminal buildings, hangars, commercial properties, and related infrastructure. This role also manages the security and badging office, as well as the facility and maintenance divisions. Additionally, the Manager collaborates with various departments and agencies to ensure compliance with Federal, State, and Local regulations.

DUTIES:

Directs and supervises various airport divisions, including the airport security and badging office, fuel farm operations, and facility and maintenance divisions. Oversees airport development projects, including terminal and building improvements, facility upgrades, additions, and repairs. Recommends facility and capital improvements to ensure long-term sustainability. Manages airport security operations, ensuring compliance with the Airport Security Plan, Federal Aviation Regulations Part 139, TSA regulations, and other applicable regulations. Assists in the preparation of the annual budget; administers it upon approval, coordinates equipment and parts purchases, and assists in developing RFPs/RFQs. Supports airport lease negotiations, provides input for the Airport Master Plan and other strategic plans. Coordinates and oversees construction projects related to airport facilities. Contributes to airport sustainability initiatives. Assists with grant administration as needed. Participates in the hiring process, including interviewing candidates, and assists in conducting training programs, recommending promotions, appointments, and disciplinary actions. Addresses tenant complaints and inquiries as needed. Represents the airport at conferences, seminars, and various meetings. Responds to airport emergencies on a 24-hour basis. Performs other related duties as assigned.

I. JOB REQUIREMENTS

A degree in Airport Management, Business Administration, Construction Management or related experience and knowledge in construction project management and maintenance, including broad knowledge of federal, state and local laws, rules and regulations governing the operations of airports.

Ability to analyze and interpret a wide variety of data and information, drawing appropriate inferences and conclusions.

Working knowledge of airport security requirements.

Ability to assist with directing division personnel consistent with federal and state regulations and City policies and procedures.

Ability to express thoughts and ideas in a clear and effective manner, both orally and in writing.

Working knowledge of the principles and techniques of budgeting, grant writing.

Ability to establish and maintain effective working relationships with other City officials and departments, airport customers and users, subordinate personnel, representatives of local, state and federal agencies and the public.

Must respond to Airport emergencies on a 24-hour basis.

A valid Maine driver's license is required. Applicants must pass a fingerprint based criminal history record check.

II. SUPERVISORY FUNCTIONS

Incumbent's knowledge and performance have significant bearing on operations of Bangor International Airport. Incumbent exercises considerable independence in assisting Airport Director with directing daily operations that are varied and non-standard. General policy matters are discussed with Airport Director.

III. SUPERVISORY ACCOUNTABILITY

Incumbent assists with administering daily facility and construction management according to guidelines which are generally applicable, but often ambiguous in regards to implementation. Independent judgment is required to continually assess and adapt operations to ensure safety of others in compliance with local, state and federal regulations. Work is reviewed for overall soundness of judgment and compliance with policy.

IV. SCOPE OF WORK OPERATIONS

Incumbent maintains frequent contact with airport personnel, Airport Director, Government Officials to include CBP, DHS, TSA and the FAA and other state and federal agency representatives, City departments, airline representatives, airport tenants, concessionaires, military officials, and general public for purpose of assisting with managing all airport security compliance, POL and facility maintenance operations.

Reports directly to Airport Director

Pay range is $35.21 to $47.31 per hour and includes a comprehensive benefits package for a full-time position (37.5 hours).
