Rail Sector Lead, Infrastructure at Bechtel

Siv Bhamra, Ph.D., is the Rail sector lead for Bechtel’s Infrastructure business unit. In this role, Siv is responsible for the company’s overall strategy, project performance, and resource allocation on global rail and transit projects.

With 30 years of experience, Siv is an internationally recognized expert in project management and engineering for major rail projects, from light-rail and urban metros to high-speed lines. His diverse background spans all aspects of project planning and execution, from performing feasibility studies to implementing full-delivery schemes.

He has managed the development and delivery of rail projects in Europe, East Asia, and the U.S. He has also performed detailed reviews of rail projects in the Middle East, Canada, and Latin America.

Siv joined Bechtel in 1999 during the commissioning phase of the Jubilee Line Extension in London. Before this assignment, he served in senior roles within the international rail industry, including two years as principal transportation advisor to the European Bank for Reconstruction and Development, and most recently, as integration director for a new high-speed line in Texas. In 2004, Siv was elected a Bechtel Fellow, and in 2012 he was named a principal vice president. He is a member of five professional institutions and three technical societies. He won the Association for Project Management’s Enterprise Project Manager of the Year Award in 2006. He has been the recipient of several awards of technical excellence in his career.

He has been an honorary guest lecturer at several universities and is a respected transportation specialist and advisor. He has presented at major rail industry conferences and has written numerous papers on rail management and technical disciplines. Siv has a doctorate in railway systems engineering from the University of Sheffield, an MBA in project management from the University of Westminster, and a master’s in engineering design from the Loughborough University of Technology.
