HR Strategic Manager at Blaby District Council

Kate Kells is the HR Strategic Manager at Blaby District Council. Prior to their current role, Kate was a Volunteer Job Coach at Shaw Trust from June 2018 to January 2019. In this role, Kate supported Shaw Trust's clients referred from the Job Centre in developing their skills for employment and building confidence to find work. Before their time at Shaw Trust, Kate served as the Trustee and Chair of the Board of Trustees at Youth Shelter from May 2013 to April 2016. In this elected position, Kate was responsible for ensuring legal compliance and appropriate governance of the organisation, as well as the implementation of the strategic direction, development of the trustee board, supervision of and support to the M.D., chairing board meetings, and taking appropriate decisions outside of board meetings.

Kate Kells has a postgraduate degree in human resources management and services from Nottingham Trent University. Kate also has a bachelor's degree in history from Lancaster University. In addition, they are certified by the CHARTERED INSTITUTE OF PERSONNEL AND Development in MCIPD.

Kate Kells reports to Jane Toman, CEO. They are on a team with Cat Hartley - Planning & Economic Development Group Manager, Paul Coates - Neighbourhood Services & Assets Group Manager, and John Richardson - Strategic Director.
