Country Office Administrator

Background: CQC is looking for an experienced, self-starter and hands-on individual to manage administrative, staff and accounting tasks for the Nature based Solution projects in Zambia from the country office. Under the guidance and supervision of the Country Manager, key responsibilities include: 

  • Assist with accounting support tasks and any other duties required by the management for the project's successful implementation.

  • Provide administrative support to other staff and to the organization using sound judgment, initiative, confidentiality and sensitivity

  • Manage the project accounting books and any financial records and maintenance of a minimum cash flow within the project.

  • Respond to financial requisitions in time for project activities in collaboration with the NbS Manager and properly maintain financial records.

  • Supervise office petty cash and monitor project bank account(s).

  • Assist with register all expenditures and incomes using official formats provided by CQC for CQC and IPs (Implementing Partners).

  • Carryout bank reconciliations for all project accounts.

  • Prepare financial reports and fund requests in collaboration with Regional Technical Specialist and NbS Manager.

  • Support with ensuring cost controls in line with budget lines for various project activities for CQC and IPs.

  • Facilitate sending all necessary accounting documents timely, on quarterly basis or as at when needed for both CQC and IPs.

  • To continuously keep the CQC Finance and NbS Manager informed in case of any inconsistency with regards to financial matters for both CQC and IPs.

  • Implement the design and maintenance of a proper filing system within the office. Maintain fixed asset register for both CQC and IPs.

  • Manage links / networks between the national central government and the organization in collaboration with other national CQC officers.

  • Liaise with national authorities on vital organization requirements in collaboration with other CQC nation and global officers.

  • Manage the communication with the central and local government in collaboration with other CQC staff, facilitating all necessary meetings with the central government and responsible ministries.

Human resources and staffing support will include: 

  • Facilitate staff compensation & benefits in collaboration with CQC HR.

  • Support with managing employee relations topics, performance management, engagement, fostering a positive work environment.

  • Facilitate all audits and legal organization compliance in collaboration with CQC legal and HR teams.

  • Facilitate staff payroll and local payroll support.

  • Tracking and adherence of leave days in accordance with company leave tracking procedures and statutory requirements.

  • Adherence to national employment requirements and regulations.

  • Organize all logistics for project foreign visitors.

Qualifications or specialized knowledge/experience: 

  • A minimum of a Bachelor's degree preferably focused on finance, accounting, business, international development or related field.

  • Familiarity with supply chain management preferable.

  • Highly competent with smartphone, WhatsApp, and Skype/Zoom video calls.

  • High competence with computer software literacy. (Microsoft Office, Outlook, Teams etc)

  • Written and oral proficiency and literacy in English language and local country languages.

  • High-level written and verbal communication skills with experience working in a global team environment preferred.

  • High level of integrity, work ethic and honest communication.

Location: Lusaka, Zambia, with global communication as CQC relies heavily on the use of video conferencing technology to communicate between its team across the world.
