Luis A. Cortes has a diverse and extensive work experience spanning several decades. Luis A. started their career as a Quality and Reliability Engineer at Naval Material Command, where they gained expertise in mechanical systems design, non-destructive evaluation, and material testing. Luis A. then worked at Naval Surface Warfare Center (NSWC) Corona Division for almost three decades, holding various leadership positions such as Chief Scientist. In this role, they led and implemented engineering test and assessment projects for the Department of Defense and Department of Homeland Security. Luis A. obtained a Bachelor of Science (BS) in Chemical Engineering from the University of Puerto Rico-Mayaguez in 1981. Additionally, from 1980 to 1983, they participated in the Naval Material Command, Logistics Intern Program, where they received a First Professional Degree Equivalent in Quality and Reliability Engineering. Luis A. has also obtained various certifications, including the Program Management (PM) Level I (Equivalent) in 2010 from the Defense Acquisition Workforce Improvement Act and the Mechanical Engineer certification from the California Board for Professional Engineers, Land Surveyors, and Geologists in 1987. Luis A. has additional certifications in Systems Planning, Research, Development, and Engineering (SPRDE) Level II and Test & Evaluation (T&E) Level III, although the years of obtaining these certifications are not specified.
