Joelle Lee-Silcox

Implementation Strategist at Center for Policing Equity

Dr. Joelle Lee-Silcox joined the Center for Policing Equity in March 2022 as an Implementation Specialist within the Law Enforcement Initiatives program. She serves as the primary contact with law enforcement agencies to facilitate data submission to the National Justice Database and analysis contained within the Justice Navigator Assessment.

Before coming to CPE, Joelle worked as Chief of Staff of Research, Planning, & Data at the Miami Police Department. In that role, she oversaw the Strategic Planning Unit and Special Project Management Unit, which tackled executing the overall vision and progression of MPD’s goals and implemented innovation and sustainability programs and projects. Previous roles at MPD included being a consultant in the Real-Time Crime Center, Analyst Detail, and Crime Gun Intelligence Detail. Her work within the Investigative Support Section led to the streamlining of several processes, training and development of crime analysts, and auditing programs to determine their efficacy. Before her time in law enforcement, her 20+ year background in corporate retail management focused on organizational efficiency, training, and developing people to achieve their greatness.

Dr. Joelle Lee-Silcox graduated from Florida International University with her Ph.D. in International Crime & Justice, specializing in Homeland Security & Terrorism and Geographical Informational Systems. She obtained her Master’s in Criminal Justice from FIU, Bachelor’s degree in Public Safety with a concentration in Criminal Justice from Miami Dade College, and Paralegal certification from the University of Miami. Her research appears in academic journals, including Policing: A Journal of Policy and Practice, Police Practice and Research, and Florida Geographer.
