Kevin Marstall has a diverse work experience in various roles within the public sector. Kevin began their career as a Project Engineer at Stoney-Miller Consultants, Inc., where they managed projects and supervised field investigations and repairs. Kevin then joined the City of Riverside, serving as a Plan Check Engineer and later as a Senior Engineer, where they oversaw daily operations and provided departmental representation. Since 2015, Kevin has been working at the City of Concord, starting as a Senior Civil Engineer and eventually taking on the role of City Engineer. In their current position as Community Development Director, they manage four divisions and oversees major projects, including the update to the Housing Element of the General Plan and the implementation of State legislative mandates.

Kevin Marstall has an extensive education history in the field of engineering and public administration. In 1995-1996, they obtained a Master of Science degree in Geotechnical Engineering from the University of California, Berkeley. Following this, in 1991-1995, they earned a Bachelor of Science degree in Civil Engineering from Loyola Marymount University. In 2013-2014, they furthered their education and achieved a Master of Public Administration (MPA) degree in Public Administration from California Baptist University.

In addition to their academic achievements, Kevin Marstall has also obtained two certifications. In 2005, they became a Licensed Professional Engineer (PE - Civil) from the California Board for Professional Engineers, Land Surveyors, and Geologists. In 2016, they obtained the Certified Floodplain Manager (CFM) certification from the Association of State Floodplain Managers, Inc. (ASFPM).
