Jenifer Phillips, MAOD, IPMA-CE, PCC has a strong background in human resources, with experience in both public and nonprofit sectors. Jenifer currently holds the position of Director of Human Resources at the City of Rancho Cucamonga since February 2023. Prior to this role, Jenifer served as the Deputy Director of Human Resources at the same organization. Jenifer also worked as a Human Resources Analyst at the City of Chino from 2006 to 2012, and at the City of Santa Clarita from 2004 to 2006. Earlier in their career, they gained experience as a Human Resources Generalist at Foothill Family Service (Non-Profit Agency) from 2001 to 2004, and as a Human Resources Coordinator at Ingram Micro from 1998 to 2001.

Jenifer Phillips, MAOD, IPMA-CE, PCC, holds a Master's Degree in Organizational Leadership from Azusa Pacific University. Jenifer also obtained a Bachelor of Science (B.S.) degree in Business Management and Human Resources from California State Polytechnic University-Pomona. In addition to their formal education, Jenifer pursued further development in Leadership/Executive Coaching, Professional Development & Life Coaching at the University of California, Davis.

Jenifer has also acquired several certifications to enhance their professional qualifications. Jenifer completed the Dare to Lead Training program offered by Dare to Lead™ Trained in April 2021. Furthermore, they are a Certified Daring Way™ Facilitator from The Daring Way. Jenifer is also an IPMA-Certified Executive (IPMA-CE) as recognized by IPMA-HR, and they have obtained the Professional Certified Coach (PCC) credential from the International Coach Federation.
