Robert D. Chandler, PhD, PE has a diverse work experience in various roles and organizations. From 1980 to 2010, they served in the US Navy and US Navy Reserves, where they achieved the rank of Captain. During their time in the navy, they served in various capacities including Allied Command Transformation (NATO), Mobile Inshore Undersea Warfare, and Carrier Battle Group Support, among others. In 1995, they joined Seattle Public Utilities as a Unit Manager, where they worked until 2009. Since 2009, they have been employed by the City of Salem as the Assistant Public Works Director. In this role, they are responsible for overseeing stormwater, transportation, parks, recreation, and project delivery services, as well as drinking water and wastewater treatment services.

Robert D. Chandler, PhD, PE completed their education with a Bachelor's degree in Mechanical Engineering from the University of Washington in 1980. Prior to that, they attended San Gorgonio High School from 1973 to 1976. Robert D. then pursued a Master's degree in Engineering from the University of Washington between 1991 and 1993. Finally, they obtained a Doctor of Philosophy (Ph.D.) in Civil and Environmental Engineering from the University of Washington in 1995.
