Mr. Marcos Cesar Cals de Oliveira has a degree in Sociology, a postgraduate degree in Public Management and an MBA in Logistics at the University of Fortaleza (UNIFOR). In 1986, he was elected state deputy and re-elected in the Years: 1990, 1994, 1998, 2002 and 2006. He held the position of first secretary of the Assembly two times and later was elected President for the 2003/2004 biennium, being reappointed , per unanimous vote for the 2005/2006 biennium. During his management, the Assembly TV was installed, being the first television channel with open transmission of the Legislative Power in Brazil. Another achievement at the legislative level was the granting of the Assembly FM to the National Congress. With a team of specialized professionals, he left the station ready for the installation of the station, with state-of-the-art equipment. In 2007, he graduated and assumed the Secretary of Justice and Citizenship of the State of Ceará, remaining in that portfolio until March 2010. In 2011, he assumed the state presidency of the Brazilian Social Democracy Party – PSDB, remaining until 2013. In 2013, he left the PSDB and joined the newly created Solidarity (political party) (SDD). In 2016 he was appointed superintendent of the National Institute of Colonization and Agrarian Reform of the State (Incra-CE), remaining in that institution until 2019. In 2019 he was appointed to perform the function of Executive Secretary of Housing and Urban Development of the Secretariat of Cities. In 2022, he was appointed Titular Secretary of the Secretariat of Cities, where he remains until the present moment.
