Scott Downey has over 20 years of experience in the military and government services industry, holding various roles as an Intelligence Officer and Manager. Scott started their career in 1995 as an Intelligence Officer for 1st Squadron 4th US Cavalry, Schweinfurt Germany. Scott eventually transitioned into roles as Company Commander, Directorate of Combat Developments for Fort Bliss Texas, Threat Officer, and Executive Officer for 3/361st TSBn, managing training of Army Reserve and National Guard units deploying to support the Global War on Terrorism. In 2003, Downey led US Army Counter-Espionage investigations in the Middle East, managing over 75 US Army counterintelligence agents operating in eight different countries in a wartime environment. Scott continued in various leadership roles in the military, such as III Corps ACE Chief, Brigade Combat Team Intelligence Officer, and 1st Cavalry Division ACE Chief. In these roles, they managed Intelligence Collection and Analysis for organizations primarily active in Iraq. Furthermore, they established intelligence flow models and produced intelligence products to support and stimulate intelligence feeds and rotational operations. In 2012 they worked as the Mission Command Training Program Lead for ISR TOPOFF for CGI Federal and was a Senior Military Analyst for Quantum Research International. Scott has since worked for Ravenswood Solutions as the Senior Intelligence/Scenario Chief for the US National Guard Bureau's Exportable Combat Training Capability program and then later worked as the Operations Manager for the US Army's National Guard Exportable Combat Training Capability (XCTC) program at Core Government Services.

Scott Downey has a Bachelor of Arts degree in Russian, Central European, East European and Eurasian Studies from The University of Texas at Arlington, which they obtained from 1985 to 1989. Scott also has a Master of Arts degree in Strategic Intelligence from American Military University, which they earned between 2005 and 2009. Currently, they are pursuing a Master of Arts degree in Military History from the same university which started in 2019 and is expected to be completed by 2023.
