Penny Baker

Penny Baker is a Vice President of Commercial Auto Underwriting at Cover Whale. Penny was previously with Western Skies MGA LLC from July 2019 to April 2021. Prior to that, they were with Alliance Insurance Managers - AIM (MGA) from February 2016 to July 2019.

Ms. Baker has over 20 years of experience in the insurance industry. Penny has a wealth of knowledge in developing captive commercial auto insurance programs, risk analysis, underwriting, pricing, and policy terms and conditions. Ms. Baker is also skilled in managing agency relationships, broker appointments, state form/rate filings and licensing requirements, and claims TPAs.

Ms. Baker holds a Bachelor of Science degree in Business Administration from the University of Southern California.
