Rosey Carter

Rosemary (Rosey) Carter, PMP, is the Managing Partner of Decisive Point Consulting Group, LLC (DPCG) since January 2019, where the firm specializes in providing expert services to the Intelligence Community, Department of Defense, Department of Homeland Security, and Department of Veterans Affairs. Previously, Carter served as CEO of Michels Group International, focusing on Department of Defense Capture and Proposal Development, and held various leadership positions within the US Army, culminating as a Signal Corps Officer and Strategic Planner. Carter's military experience includes roles as Division Chief at both the Department of the Army and DISA, showcasing strong leadership in mission command and network operations. With advanced degrees in Strategy and Policy, Information Technology, and Electrical Engineering, Carter brings extensive expertise to the consulting field while prioritizing veteran employment.
