Elina Pinto has a diverse and extensive work experience spanning several organizations. Elina began their career in 2007 as the Director of the Office of the Ombudsman of the Republic of Latvia. Elina then worked as a Counselor and Assistant to the Director General at the Council of the European Union from 2008 to 2011. Following that, they joined the European External Action Service as a Counselor and Assistant to the Deputy Secretary General from 2011 to 2012.
In 2012, Elina transitioned to the European Commission, where they held the role of Administrator from 2012 to 2019. During this time, they developed a solid understanding of European policies and procedures.
In 2019, Elina took on a new challenge as an Advisor to the President of Latvia at the Chancellery of the President of Latvia. In this role, they provided high-level advice and support on state modernization, sustainability, stakeholder engagement, and good governance.
Elina's most recent position was as an Expert Consultant at OECD - OCDE from 2022 to 2023, where they utilized their expertise in various areas. Elina is currently serving as the Team Lead - Communications and Outreach at the European Commission.
Elina possesses a wealth of experience in policy analysis, strategic planning, stakeholder engagement, and team management. Elina'sstrong background in European affairs and their ability to effectively communicate and advocate for policy positions make their a valuable asset to any organization.
Elina Pinto's education history begins with a Master of Laws (LLM) in Law from Latvijas Universitate, which they earned from 1999 to 2004. Elina later pursued an European Master's in Human Rights and Democratisation (E. MA) from 2004 to 2005. In 2008 to 2009, they obtained a Certificate in Peace Studies and Conflict Resolution from the University of Kent. Most recently, in 2022, Elina completed an Executive Certificate in Public Policy Innovation from The London School of Economics and Political Science (LSE). Elina has also obtained various certifications related to fields such as sustainable finance, behavioral economics, regulatory impact assessments, environmental and social sustainability management, project management for the public sector, and public policy innovations from different institutions.
