Stephen Grover

Dr. Stephen Grover is a Ph.D. economist with more than 25 years of experience researching energy issues and evaluating energy programs. Steve’s expertise is in discrete choice modeling and estimating models of consumer behavior using revealed and stated preference techniques; he has designed and managed many of Evergreen’s impact and process evaluations covering both energy efficiency and demand response programs. As well as having taught courses in econometric forecasting and energy economics, Steve served on the Oregon Governor’s Carbon Allocation Task Force, which developed a plan for a cap-and-trade system to reduce greenhouse gas emissions in Oregon. In 2010, he was chosen to serve on the Oregon Governor’s Energy Planning Council.
