Marcial Dumlao

Marcial Dumlao has extensive work experience in various roles within the fields of coaching, cybersecurity, computer science, and project management. Starting in 1995, they served as an Officer in Charge at Defense Information Systems Agency - Pacific, where they oversaw computer processing center operations and achieved significant cost savings. Marcial then became a Computer Systems Integration Project Manager at Fleet Numerical Meteorology and Oceanograhy Center, leading a successful IT migration project and receiving recognition for their leadership. From 2001 to 2003, they served as Branch Chief at Headquarters NORAD and US Space Command, managing budgets and contributing to capability and requirements analysis for IT systems. Marcial then took on the role of Department Head at USS Peleliu (LHA 5), where they oversaw command, control, communications, and security systems and achieved department-wide training readiness. In subsequent roles at Headquarters NORAD & US Northern Command and SAIC, Marcial held leadership positions and made significant contributions in areas such as system analysis, architecture development, and project management. Their most recent positions include Deputy Chief at N&NC/J6SE and Chief at NORAD & USNORTHCOM Cyberspace Operations Directorate (J6), where they managed strategic engagement divisions. Currently, Marcial works as a Certified Business and Executive Coach at Cool Persistence Coaching, LLC, specializing in leadership and team building.

Marcial Dumlao has a diverse educational background. Marcial started their education journey at the United States Naval Academy from 1979 to 1983, where they earned a Bachelor of Science degree in Applied Mathematics. Later, in 1993 to 1995, they attended the Naval Postgraduate School and obtained a Master of Science degree in Information Technology Management.

In 2017, Marcial pursued further education at Colorado State University Global, specializing in International Finance. Marcial completed a Master's degree in Finance from 2017 to 2020. Additionally, in an unspecified year, they also obtained a Master's degree in International Finance from the same institution, Colorado State University Global, in 2021.

In terms of certifications, Marcial has obtained several throughout their career. These include the Community Leadership Program from the Center of Creative Leadership in June 2023, the Blue Ocean Practical Introduction from Blue Ocean Strategy | Shift | Leadership in December 2022, and the Blue Ocean Shift: Beyond Competing (Blinkist Summary) from LinkedIn in December 2022.

Furthermore, Marcial has also obtained certifications in Strategic Thinking, Executive Coaching, Selling into Companies, Design Thinking: Implementing the Process, How to Use Data Visualization to Make Better Decisions—Faster, Interaction Design: Dashboards and Visualization, Foundations of the Fourth Industrial Revolution (Industry 4.0), and INNOVATION OF PRODUCTS AND SERVICES: MIT's APPROACH TO DESIGN THINKING, from various institutions such as LinkedIn and Emeritus. Finally, they hold the SDVOSB certification from the U.S. Small Business Administration, which was obtained in March 2023.
