Howard Lu has extensive work experience in the healthcare industry. Howard served as the Vice President & Chief Clinical Officer at Health Partners Plans, where they provided clinical leadership and redesigned the Model of Care for the Medicare population. Howard also transformed the care management process and achieved NCQA "Excellent" status for quality. Prior to this role, Howard worked at Horizon NJ Health as the Executive Medical Director for Government Programs and the Chief Medical Officer for Medicare, where they provided physician leadership, managed utilization, and optimized Risk Adjustment scores. Howard also served as the Executive Medical Director and Senior Medical Director for Medicaid at the same organization. Additionally, Howard has experience as a Clinical Instructor at Robert Wood Johnson Medical School & University of Medicine and Dentistry of New Jersey (UMDNJ), a Medical Consultant at Princeton House Behavioral Health, and a Hospital Epidemiologist & Chairman of the Infection Control Committee at University Medical Center at Princeton. Howard started their career as an Occupational Medicine Fellow at the Environment and Occupational Health and Sciences Institute (EOHSI) UMDNJ-RWJ Medical School and as a Physician at Medi Center of Edison, Immediate Medical Care. Howard completed their Internal Medicine Residency at UMDNJ-Robert Wood Johnson Medical School.

Howard Lu completed their Bachelor of Science in Pre-Medicine/Medicine from Penn State University in 1996. Howard then pursued a Doctor of Medicine (MD) degree from Thomas Jefferson University, graduating in 1998. In 2001, they obtained Board Certification in Internal Medicine from the American Board of Internal Medicine. In 2003, they earned a Master of Public Health (MPH) degree in Environmental and Occupational Health from the University of Medicine and Dentistry of New Jersey. Additionally, they obtained a Medical Review Officer Certification (MRO) from the American Association of Medical Review Officers in 2003 and a Board Certification in Occupational Medicine from the American Board of Preventive Medicine (ABPM) in 2004. Later in their career, they completed a Master of Business Administration (MBA) from Rutgers Business School, finishing in 2008.
