Summary

The Director, Clinical Operations provides leadership and oversight in the accomplishment of strategic and operational objectives for Healthcare for the Homeless –Houston (HHH).  Directly responsible for clinical practice operations of a multi-site primary care practice for homeless individuals, including tactical plans for clinical services, personnel administration, financial management of clinic services, quality improvement/quality assurance, compliance, accreditation, clinical policies and procedures, eligibility, credentialing, and special project design and implementation.  They partners with the leadership team and various support departments to create a patient focused practice environment to drive progress and achieve goals in the areas of patient experience, quality, access, employee engagement and satisfaction, revenue cycle, financial performance, patient and employee safety, regulatory compliance, and other initiatives. Directly accountable to the Department Administrator, with oversight from the Chief Medical Officer for clinical matters. Primary location is Caroline Street Clinic (1934 Caroline St, Houston, TX 77002).

Job Duties

  • Oversees and manages orientation and onboarding, training and ongoing continuing education to include in-services and community-based education.
  • Responsible for Change Management for clinical services. Assess on a periodic basis the adequacy of the staff skill mix to manage change in work restructuring, technology, and shifts in mission focus.
  • Manages multiple teams led by managers and supervisors, to include defining work responsibilities and prioritization, setting performance development plans and goals, conducting annual performance evaluations, providing training and guidance for specific program functions.
  • Maintains relationships with external community partners to support strategic goals.
  • Participates in strategic planning and design for the agency programs.
  • Implements clinic communication strategies and promotes effective communication dialogue with providers and staff through regularly scheduled staff meetings and other means of communication.
  • Develops clinical goals, action plans and processes for programmatic changes or strategic shifts.
  • Ensures timely credentialing of applicable employees to facilitate on-boarding and participation in insurance plans.
  • Models the mission, vision, values and Standards of Excellence of Healthcare for the Homeless – Houston (HHH) and Baylor College of Medicine (BCM).
  • Ensures that practice operations and team members are knowledgeable of and in compliance with applicable regulatory, licensing and accrediting agency standards, including the Bureau of Primary Health Care.
  • Assures clinic(s) perform based on standard best practice with a patient-centered and team-based work flow while maintaining high standards of care.
  • With Medical Director, analyzes data to work collaboratively with staff, patients and vendors to continually enhance performance and positively affect clinical outcomes and patient satisfaction.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree.

  • Eleven years of directly related experience with four years of supervisory experience.

Preferred Qualifications

  • Master’s degree in Nursing, Public Health, Healthcare Administration or Business Administration..
  • Nursing or clinical operations experience is preferred.
  • Previous experience working with underserved  and homeless populations.
  • Knowledge and experience working in a Federally Qualified Health Center (FQHC).
  • Seven years of directly related experience with four years of supervisory experience.
  • Demonstrated working knowledge of ambulatory clinical practices and management.
  • Extensive knowledge of principles and practices relevant to patient care activities.
  • Demonstrated knowledge of effective management and supervisory practices.
  • Highly developed written and verbal communication skills.
  • Ability to plan, direct, and monitor others’ activities with demonstrated leadership abilities that contribute to a positive work environment.
  • Above average proficiency with common computer-based applications (PowerPoint, excel, etc.).
  • Proficiency with electronic health records.
