Carol Ruth

Carol Ruth, MPA, is an experienced finance and budget professional with over two decades in fiscal management within various government sectors. Currently serving as Budget and Finance Director at the U.S. Department of Health and Human Services since October 2010, Carol oversees budget and finance operations for the Office of the Chief Information Officer. Previous roles include Financial Management Analyst where advisory responsibilities were provided to the Assistant Secretary for Administration on financial matters and led the A-123 Enterprise Risk Management program, as well as Budget Analyst positions at the State of Maryland, managing a $6B Medicaid budget, and at the Baltimore County Police Department, focusing on IT budget compliance and resource allocation. Carol holds a Master's in Public Administration with a focus in Budget and Finance from the University of Baltimore and a Bachelor's degree in Business Management from Notre Dame of Maryland University.
