Carol Ruth, MPA, is an experienced finance and budget professional with over two decades in fiscal management within various government sectors. Currently serving as Budget and Finance Director at the U.S. Department of Health and Human Services since October 2010, Carol oversees budget and finance operations for the Office of the Chief Information Officer.
