Luis Vazquez has a diverse and extensive work experience in the infrastructure industry. Luis currently serves as the Chief Executive Officer (CEO) at I-66 Express Mobility Partners since October 2022. Prior to this, they held the position of VP Operations, North America at Cintra from May 2021 to November 2022.

From September 2016 to May 2021, Luis Vazquez worked at LBJ Express as the Deputy CEO, overseeing projects including NTE Express and NTE Segments3 Express on behalf of Cintra. Luis also served as the Chief Operating Officer (COO) at NTE Mobility Partners LLC from August 2014 to August 2016, working on the NTE Express project.

Luis Vazquez began their career at Cintra in February 2012, where they held roles as a Senior Asset Manager and Senior Project Manager. Prior to that, they worked as a Senior Contract Manager at SEITT from February 2010 to January 2012.

Before transitioning to the United States, Luis Vazquez worked in Spain, holding positions at Gobierno de Canarias as a Port Concessions Senior Engineer from July 2007 to January 2010, and at Autoridad Portuaria de Las Palmas as the Chief Project Manager of Las Palmas Port Authority Investment Plan from May 2005 to June 2007.

Luis began their career at Dragados, Obras y Proyectos, S.A. as a Site Construction Manager, overseeing the "Highway GC-1 Section: Int Airport-Maspalomas" project from January 2003 to April 2005.

Luis Vazquez holds an Executive MBA from IE Business School, which they obtained from 2010 to 2011. In 2002, they earned a PostGraduate Degree in Specialist in Maritime Transport and Port Management from the same institution. Luis also holds an MSc in Civil Engineering from Universidad Politécnica de Madrid, which they completed from 1996 to 2002. Luis completed their secondary education at Escuelas Pías de S. Fernando-COU in 1996.
