Julie Shepherd

Julie is an Engagement Director on Mass Insight’s School Improvement team. Most recently, she has led work with district partners to support the design and implementation of a transformation zone in Austin, TX. In this capacity, Julie supports zone and campus leaders in strategically developing innovative improvement plans, in addition to supporting the zoning office develop systems and capacity to support campuses. Other recent work includes supporting school leaders in Aurora, CO, and alliance- and school-level leaders within Boston Public Schools, as they work to build instructional capacity, leadership, and systems to monitor school-wide growth. At the school and district level, Julie has conducted comprehensive needs assessments, facilitated root cause analyses and improvement planning, and helped develop systems for monitoring growth and improving performance. Julie has worked in education for the last 18 years, including teaching 4th-8th grade mathematics in Illinois, Georgia, and Sweden, and working for Iowa Testing Programs while in grad school. She holds a B.S. in Elementary Education from Illinois State University and an M.A. in Educational Measurement and Statistics, an Ed.S. in School Curriculum and Assessment Policy, and a Ph.D. in Educational Policy and Leadership Studies from the University of Iowa.
