Edmund R. Starzec

Director, Land Entitlements & Master Planning at MassDevelopment

Ed joined MassDevelopment in 2004 and became Director of Land Entitlements & Master Planning in 2006. Ed has worked extensively at Devens in a planning and development capacity, contributing to the steady growth of the Enterprise Zone. Currently, at Devens, Ed is overseeing the build-out of the 124-unit Emerson Green neighborhood and is a key part of MassDevelopment's team working on a vision for the community's long-term future. In 2015, Ed led the startup of the Site Readiness Program which was established to increase the Commonwealth's inventory of shovel-ready sites across the Commonwealth. To date, the program has disbursed over $15 million to advance the readiness of over sixty sites. In 2020, Ed coordinated the roll-out of the new Underutilized Properties Program through EOHED's One Stop for Community Growth portal. The aim of this $40 million program is to improve building occupancy in downtowns and town centers by funding necessary capital improvements. Before coming to MassDevelopment, Ed worked as a Senior Planner with Vanasse Hangen Brustlin, a Watertown-based civil engineering firm. Ed majored in English Literature at Hamilton College.
