Bill Starks

Bill Starks serves as the Unemployment Insurance Integrity Center Subject Matter Expert and State Liaison for the National Association of State Workforce Agencies since January 2015 and also as the Unemployment Insurance/Workforce Project Director at the American Institute for Full Employment since April 2015, focusing on enhancing employment initiatives through analytical and best practice approaches. Previously, Bill Starks directed the Unemployment Insurance Division at the Utah Department of Workforce Services from March 2005 to December 2014, overseeing policies and operations related to tax and benefits. Bill Starks holds a Bachelor of Applied Science in Accounting and a Bachelor of Science in Accounting from the University of Utah.
