Melissa Harto has extensive work experience in budgeting and financial management across various government organizations. Melissa currently serves as Director of the Office of Planning and Budget at the National Endowment for the Humanities. Prior to this, they worked at FEMA as Deputy Assistant Administrator, overseeing budget formulation, execution, and strategic planning for the Federal Insurance and Mitigation Administration. Before FEMA, they held the role of Deputy Budget Director at both the Cybersecurity and Infrastructure Security Agency and U.S. Immigration and Customs Enforcement (ICE), where they supervised branch chiefs and provided strategic guidance on budgeting and performance management. Melissa also has experience at the AZ Governor's Office for Strategic Planning and Budgeting as a Budget Analyst, handling public safety/criminal justice accounts. Melissa started their career as a Staff Assistant at The Ohio State University in Government Relations.
Melissa Harto pursued their education at The Ohio State University, completing their Bachelor of Arts degree in Political Science from 2000 to 2003. Melissa further advanced their studies at the same institution, earning a Master of Public Administration degree in Public Administration from 2004 to 2007.
