Carmen Chen

Carmen brings nonprofit and private sector experience to her multimodal, transit, and active transportation planning. She has worked on parking and biking plans throughout the United States and drafted guidelines for transit-oriented development in Turkey. She is skilled in data analysis, research, GIS, and graphic design. Carmen helps communities prepare for the future and become more equitable and safe.

Carmen’s previous experience at an international transportation NGO and large transportation consulting firm informs her understanding of planning and governance to ensure that proposed strategies are mindful of all agencies, stakeholders, and communities involved. She has helped inventory transportation facilities, conducted analyses, and evaluated best practices to develop policy and program alternatives in a number of cities nationwide.
