Dr. Kulick is a litigation and policy expert who specializes in antitrust, consumer protection, intellectual property, and labor and employment issues. He assists clients in cases involving the assessment of antitrust liability and damages, class certification, and tort damages. Guiding clients through the merger review process, Dr. Kulick works on behalf of companies and governments providing economic analysis of the competitive effects of mergers.
In the context of Section 337 investigations at the International Trade Commission, Dr. Kulick has substantial experience conducting economic analyses of the public interest and domestic industry. In labor and employment matters, Dr. Kulick has expertise in using econometric analysis to evaluate the effects of technological innovation, entrepreneurship, entry of new firms, and competition on labor market outcomes, including employment, wages, and productivity.
Dr. Kulick’s academic research on mergers, competition policy, telecommunications policy, class certification, entrepreneurship, and labor markets has been published in leading scholarly journals and volumes. His research has been cited by the White House and the US Court of Appeals for the DC Circuit and popular outlets like Axios and Protocol. His research on the grocery industry has also been widely covered in the grocery trade press by outlets including Supermarket News, Progressive Grocer, and Grocery Dive.
Dr. Kulick has received numerous awards for his research on mergers and has been invited to both the US Department of Justice and the Federal Trade Commission to discuss the relationship between efficiencies and price effects in consummated mergers. Dr. Kulick is an affiliate of the Economics Leadership Council at the University of Maryland, College Park; a member of the American Bar Association; and an affiliate member of the Economic Club of Washington, DC. He is also a Visiting Scholar at the American Enterprise Institute and an Adjunct Professor at George Mason University Law School.
