D. Scott Barash

SVP & General Counsel at NRECA

D. Scott Barash is NRECA’s senior vice president and general counsel. Prior to joining NRECA, Scott was general counsel for District of Columbia Public Schools. Before joining DCPS in 2015, Scott was general counsel for the University of the District of Columbia.

From 1999 to 2014, Scott was a senior executive at the Universal Service Administrative Co., the not-for-profit corporation that administers the multibillion-dollar federal programs that provide support for affordable telecommunications and broadband services to Americans living in rural areas, low-income consumers (through the Lifeline Program), rural health care providers, and schools and libraries (through the E-rate program). Scott joined USAC as its first general counsel in 1999 and served in that capacity until 2005, when he assumed CEO responsibilities.

Before USAC, Scott was a partner in the national law firm of Jenner & Block and served as a trial attorney in the Civil Division of the U.S. Department of Justice. He began his career as a law clerk to the Honorable R. Lanier Anderson III of the U.S. Court of Appeals for the Eleventh Circuit.

Scott received his B.A. from Yale University and his J.D. from the University of Chicago Law School.
