Joel Rowan has a diverse work experience in communications and engagement. Joel has worked at Waka Kotahi NZ Transport Agency since 2019, where they have held various roles including Team Lead, Communications & Engagement, Principal Advisor, Communications & Engagement, Regional Manager, Communications & Engagement (Acting), Senior Advisor, Communication & Engagement, and COVID-19 Response Internal Communications Lead (Secondment). In these roles, they have been involved in project planning and delivery, building partnerships, managing change, and overseeing issues management. Prior to this, Joel worked as a Communications & Engagement Consultant at GHD, where they assisted infrastructure clients with community and customer engagement. Joel also has experience in the New Zealand Parliament, where they worked as a Policy, Research & Communications Advisor and as MP Support, handling various communication and management responsibilities. Joel has also worked as a Research Assistant at Victoria University of Wellington and as a Communications Consultant at Spark New Zealand.
Joel Rowan has a strong educational background. Joel completed their Master of Public Management degree at Victoria University of Wellington from 2020 to 2022. Prior to that, they obtained their Bachelor of Laws (LL.B.) and Bachelor of Arts (B.A.) degrees from the same university between 2012 and 2016. Before attending university, they attended Palmerston North Boys' High School from 2007 to 2011. In addition to their degrees, Joel has also earned several professional certifications including the IAP2 Certificate in Engagement from the International Association for Public Participation (IAP2) Australasia in 2020, the Coordinated Incident Management System L2 from Devereux-Blum Training in 2019, and the Consultation Manager Accredited User from Consultation Manager Software in 2018.
