Chief Data Officer at Ofcom

Richard Davis has a diverse work experience spanning over several years. Richard is currently the Chief Data Officer at Ofcom, where they are responsible for advocating the role of data to bring about positive change within the organization. Richard also heads the Data Profession at Ofcom, supporting the development of data professionals and ensuring they receive proper training.

Before joining Ofcom, Richard worked at Lloyds Banking Group for over a decade. During their time there, they held various roles, including Head of Innovation, where they implemented a strategy to deliver data-driven products and capabilities. Richard oversaw a team of data scientists, robot engineers, and innovation experts, focusing on utilizing AI and machine learning. Richard also served as the Head of Analytics, leading a team of researchers and data mining experts to derive insights from large datasets.

Richard's earlier experiences include working as a Quantitative Analyst at Tarchon Capital Management, where they developed a reporting standard and file management system, and at Pentagon Capital Management, where they researched and developed quantitative models. Richard also gained experience as an Analyst at The Food and Environment Research Agency, managing pan-European projects and presenting work at international conferences.

Additionally, Richard held the position of GSA Internal Officer at the University of York.

Richard Davis holds a BSc in Mathematics with Economics from the University of York, which they obtained from 1999 to 2002. Richard then pursued an MRes in Mathematics and Biology from the same university from 2002 to 2003. Richard continued their education at the University of York and obtained a PhD in Chemistry from 2003 to 2006. In addition to their academic qualifications, Richard has obtained various certifications, including DCAM Accredited V2 from the EDM Council in 2021, and certifications in Microsoft PowerApps, Systems Thinking, D3.js Essential Training for Data Scientists, Azure Machine Learning Development, and Microsoft Power Automate: Advanced Business Automation from LinkedIn in 2020.
