Patrick Shepherd is a seasoned ethics professional with extensive experience in government ethics. Since December 2004, Patrick has served as Senior Instructor at the U.S. Office of Government Ethics, leading various high-profile initiatives and substantially increasing registration rates in ethics training programs. As Lead Instructor, Patrick successfully re-branded the ethics training program as the Institute for Ethics in Government, substantially expanding participation and launching digital platforms for outreach. Additionally, Patrick has played a vital role in developing ethics curricula, providing training, and drafting policy guidance. Earlier in their career, Patrick was Ethics Program Manager at the Consumer Financial Protection Bureau, where responsibilities included drafting ethics opinions and managing the deployment of an electronic financial disclosure system. Patrick holds a BA in Philosophy from the University of Mary Washington.
