HYBRID POSITION 

Title:  Human Resources Manager

Division:  Executive

Reports to:  Chief Executive Officer

Employment Status:  Full-time

General Description:

Lead and manage the daily human resources functions of the association including managing the hiring process, administering payroll, benefits and leave, and coordinating compliance with association policies and practices.

Essential Functions:

  1. participate in development of goals and implementation of strategic plan
  2. maintain close communication and effective working relationships with other divisions
  3. advise and consult with board members and administrators
  4. assist division director with budget and other matters affecting division activities
  5. plan, monitor and evaluate division current as well as potential activities to ensure continuing effectiveness, relevance and responsiveness to member needs
  6. write articles and develop publications on topics related to division activities
  7. prepare and present training programs and seminars on issues and topics related to division activities
  8. recruit, interview and facilitate the hiring of qualified job applicants for open positions
  9. implement new hire orientation and exit interviews
  10. perform routine tasks required to administer and execute human resources functions including but not limited to compensation, benefits and leave; employee disputes; performance and talent management; productivity, recognition and morale; occupational health and safety; and job descriptions
  11. recommend, design and implement training and development programs that support, develop and enhance the knowledge and skills of employees
  12. manage association records, including timesheets, forms, staff files and job postings, in accordance with the association’s records retention policies
  13. handle employment-related inquiries from applicants, employees and supervisors, referring complex and/or sensitive matters to the appropriate staff
  14. attend and participate in employee disciplinary meetings, terminations and investigations
  15. maintain compliance with federal, state and local employment laws and regulations, and recommended best practices
  16. review and update OSBA staff handbook
  17. maintain knowledge of trends, best practices, and regulatory changes in human resources, talent management and employment law
  18. oversee the administration of the association’s internal workers’ compensation program

Other Duties and Responsibilities:

  1. abide by OSBA’s Guiding Principles and Staff Handbook policies
  2. research and develop new products and programs
  3. coordinate, monitor and/or serve on internal or external committees or agencies as assigned
  4. serve as liaison to various OSBA programs
  5. promote OSBA services
  6. perform assigned duties at Capital Conference
  7. participate in professional development opportunities
  8. respond to questions and requests
  9. proofread designated communications and publications
  10. attend association meetings as assigned
  11. perform other duties as assigned by the division director, deputy chief executive and chief executive officer

Qualifications:

  1. Bachelor’s degree in human resources, business administration or related field and/or 5 years of experience in human resources
  2. valid driver’s license
  3. alternatives to the above qualification(s) as the chief executive officer may find appropriate and acceptable

Additional Working Conditions:

  1. weekend, evening and occasional holiday work, including occasional out-of-state and overnight travel
  2. travel (must provide own insured means of transportation)
  3. lifting and carrying (25 lb. minimum)

  5. remote work
