Planned Parenthood Federation of America (PPFA) is a 501(c)(3) charitable organization that supports the independently incorporated Planned Parenthood affiliates operating health centers across the U.S. Planned Parenthood Action Fund is an independent, nonpartisan, not-for-profit membership organization formed as the advocacy and political arm of Planned Parenthood Federation of America. The Action Fund engages in educational, advocacy, and electoral activity, including grassroots organizing, legislative advocacy, and voter education.

Planned Parenthood Federation of America is seeking a Director of Financial Operations. This job reports to the Senior Director of Operations in the Federation Engagement and Impact Division of PPFA. The Health Care Operations division provides support and assistance to Planned Parenthood affiliates and internal PPFA stakeholders.

Purpose: The Director Financial Operations serves as a health care financial operations subject matter expert and works with in-house and external subject matter experts to provide consulting, technical assistance and support to Planned Parenthood Affiliates in the areas of financial health and sustainability. S/he is responsible for advising on and/or coordinating resources pertaining to aspects of financial consulting, affiliate operations and management, and analytics.  The Director will develop, plan, revise, lead, and/or support programs designed to support affiliate financial health and sustainability. The Director will work in close partnership with PPFA stakeholders and affiliates in financial analysis and sustainability. They will identify and build strategies, tools, and best practices to ensure optimal results. 

Engagement:  The Director of Financial Operations works collaboratively with Planned Parenthood affiliates, PPFA and external consultants to support and strengthen financial operations and support innovation ensuring Planned Parenthood Access for all people. This position will oversee the affiliate financial support engagement program(s) and coordinate and collaborate with internal and external subject matter experts to evaluate and advise on affiliate operating position to help affiliates achieve and improve profitability. 

Delivery: ●Works with the Senior Director, Financial Operations to establish and modernize goals for successful achievement of improved affiliate outcomes.  ●Manages the financial turnaround program, including engagement delivery and work plan activities. Leads consulting team in developing and implementing consulting services to affiliates in Financial Assessment and Support Engagements and supports voluntary assessments as requested by affiliates. ●In partnership with the Sr Director, improve the operational systems, processes, and policies in support of the agency’s mission, sets project goals, develops and implements procedures and systems for monitoring project performance. Recommends program enhancements. Serves as Subject Matter Expert for Accreditation financial review. ●Provides affiliate management with recommendations and strategies to enact change and prepares written reports and action plans for affiliates. Occasionally deliver difficult messages in a way that generates support and positive results. ●Review and assess all affiliates' quarterly financial performance and manages follow-up. Engages internal and external consultants as needed. ●Provides consulting assistance, training, technical assistance, and analysis to affiliates regarding financial accounting, planning, and management with the goal of achieving measurable performance improvements. Fosters affiliate improvement in key business metrics. ●Serves as a liaison to affiliate finance leaders, manages and hosts routine CFO and Inventory meetings including the National Conference CFO Affinity Day ●Contributes to other work teams, projects, and affiliate engagements as a subject matter expert for financial operations and other projects and initiatives. ●Develops tools, resources, and other guidance to help affiliates monitor and analyze costs, capacity, productivity and viability. ●Assists in identifying best practices, both through internal and external learning and investigation, and helps translate these best practices to affiliates in appropriate learning formats. ●Establishes opportunities to advance affiliate relationships by identifying needs and opportunities, including participation in routine affiliate CFO calls, affinity day presentations and similar engagements, leading to identifying emerging issues and trends.  ●Oversees management of the Affiliate Finance Directors and Inventory listservs. Triages affiliate calls and requests for assistance regarding Finance and related areas. ●Participates in cross-departmental committees concerning areas of core mission. Maintains strong connections with the other departments and divisions across PPFA.  ●Stays current with the Accreditation Indicators and Elements of Performance (EOP’s) to help affiliates, meet these standards and to be consistent with other departments at PPFA, in guidance provided to affiliates. ●Involves Business Operations consultants from other functional areas as needed. Conducts all business in a way that is respectful, fiscally conservative, and focused on outcomes. ●Accomplishes department objectives by supervising assigned staff, projects, and processes. ●Keeps supervisor up to date on projects and initiatives. ●Carries out other assignments or special projects as assigned.

Knowledge, Skills and Abilities (KSAs):  ●Bachelor's degree, or equivalent work experience. ●Five to seven years of directly related, progressively responsible work experience, preferably in healthcare and/or consulting. Consulting experience must include direct client contact and project/team management.  ●Minimum of five years’ relevant work experience at PPFA or an affiliate desirable.

Ability to provide politically sensitive advice that is accurate and honest to affiliate executive staff and/or boards of directors and that maintains a good working relationship between affiliate and PPFA, and affiliate staff.  ●Knowledge of non-profit fiscal management and financial analysis and forecasting.  ●Knowledge of healthcare finance and revenue cycle management. ●Self-motivator with ability to control own schedule and an independent decision-maker.  ●Demonstrated supervisory experience of projects and people. ●Tolerance of and sensitivity to diversity. ●Ability and stamina to travel up to 50% time.

SUPERVISION ●May be responsible for Direct supervisory responsibility of at least one PPFA staff. As needed, oversees work of vendors, consultants, or outside contractors to ensure work meets deadlines and quality.

Travel: Willingness and ability to travel up to 30% of the time, throughout the United States
