Planned Parenthood Federation of America (PPFA) is a 501(c)(3) charitable organization that supports the independently incorporated Planned Parenthood affiliates operating health centers across the U.S. Planned Parenthood Action Fund is an independent, nonpartisan, not-for-profit membership organization formed as the advocacy and political arm of Planned Parenthood Federation of America. The Action Fund engages in educational, advocacy, and electoral activity, including grassroots organizing, legislative advocacy, and voter education.

Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund (PPAF) seek a hands-on and strategic Vice President Technology Strategy & Architecture. This leadership role oversees Enterprise Architecture, Technology Business Relationship Management, and Tech Governance across PPFA. This job reports to the Chief Information Officer in the Information Technology department of PPFA. 

Purpose:

●The Vice President, Tech Strategy & Architecture will define and lead the PPFA technology governance process to achieve and maintain prioritized alignment between business strategy and technology investments. Furthermore, it oversees all aspects of technology requirements with business stakeholders and enterprise architecture-related strategy and investments. This leadership role will manage 3 critical capabilities under the Chief Information Officer: ○Technology Governance ○Enterprise Architecture ○Technology Business Relationship Management ●Chairs the Information Technology Leadership Team (ITLT) meetings to ensure alignment on tech strategy and operational delivery priorities as well as IT Tower dependency sync ●Ensures Information Technology requirements are addressed across the enterprise through the Technology Business Relationship Management function and that they engage with Information Security to ensure appropriate participation and approval is received.  ●Will help shape the vision and enable business leaders to make investment decisions that balance and prioritize current operational demands, disruptions, and opportunities with the longer-term strategic mission of PPFA to ensure a cohesive Tech Strategy  ●Provides overall direction, guidance, and definition of IT enterprise architecture to support the PPFA business and tech strategy effectively ●Defines the enterprise architectural disciplines (Data, Application, Infrastructure)  ●Directs the research and evaluation of emerging technology, industry, and market trends. ●Manage the development and maintenance of IT governance and performance management metrics ●Value Creator - Lead initiatives that create business value (increased revenue, lower costs, increased efficiency) for the organization  ●Innovator - Leverage knowledge of the business, knowledge of the industry, and knowledge of leading-edge technological solutions to transform the way the business operates and provides services to its customers

Engagement: 

Tech Governance: ●Build and lead a cross-functional Tech Governance Council comprised of business stakeholders and key CIO leadership to ensure systems/solutions are selected and designed in a manner that aligns with the business strategy and tech standards and meets the needs of multiple stakeholders ●Partners with business leaders to drive a portfolio approach to managing Technology Investments ●Empowers teams to take on new challenges, pursue new ideas, and embrace change ●Collaborate with CIO and Senior Leadership Team to provide broad insight into IT domains and capabilities to support enterprise-wide business decisions ●Partner with OCIO for communication and education strategy across PPFA for overall Tech Governance, Enterprise Architecture and Technology Business Relationship Management processes to ensure efficient ways of working are in place to deliver business value   Enterprise Architecture: ●Build and lead PPFA’s Enterprise Architecture capabilities that engage, supports and align with the Tech Governance framework and Information Security Architecture team ●Maintain knowledge of new market trends and innovations in technology and assess the current state of operational systems to ensure continued viability or replacement plans are in place ●Drive the strategic and operational direction on technology strategy, roadmaps, industry trends and CIO priorities ●Collaborates with CIO Leadership Team to ensure progress toward architectural alignment with project goals and requirements ●Key partner role with technology services to ensure all tech services are scalable and aligned with strategic plans  ●Advises on options, risks, costs versus benefits, system impacts, and technology priorities. ●Ensure all technical solutions are designed and implemented to meet Enterprise Architecture standards

Technology Business Relationship Management:

●Mature a technology business relationship management function to build strong and collaborative relationships with business partners. Track client satisfaction with services provided. Continuously improve based on feedback from business partners ●Lead team of Technology Business Relationship Managers to ensure effective communication occurs related to business planning, new technology needs, service delivery, and project delivery ●Manage expectations of multiple business stakeholders ●Work with clients to plan and make sure they understand the relevance and impact of IT changes to their operations ●Define, agree to, and report on key service metrics ●Expert level of understanding of main business activities for each department ●Ensures the TBRM team understands business processes and associated business activities for each user group within a department

Delivery:

Tech Governance: ●Lead and facilitate the creation of governing principles to guide enterprise information, technology, and solution decision-making ●Oversee the design and management of direct governance structure and compliance activities (exception and exemption handling) associated with ensuring compliance with the Tech Governance, Enterprise Architecture and Business Relationship Management frameworks Enterprise Architecture: ●Analyze the current IT environment to detect critical deficiencies and recommend solutions for improvement ●Oversee the evaluation and selection of hardware and software product standards and the design of standard configurations with partnership across the CIO team ●Consult with application engineering and development, infrastructure and operations, and information security  teams to ensure system architecture is meeting technical and enterprise architecture standards ●Lead enterprise architecture engagement in technology initiatives to ensure enterprise architect principles are designed and implemented to meet PPFA Tech standards and include reference architectures, estimates, and costs, with a cloud-first philosophy ●Perform analysis of best practices and emerging concepts in Cloud-based technologies, both internally and externally hosted ●Lead the development of an implementation plan for the EA capabilities  based on business requirements and IT strategies with alignment and collaboration with Information Security Technical Business Relationship Management:  ●Drive the tech strategy and prioritization of business partner needs in alignment with CIO strategic planning and annual business planning. ●Ensure TBRM serves as a dedicated liaison between business partners & the CIO team by fostering trusted relationships ●Center the client experience to integrate coordinated, easy-to-navigate cross-functional CIO engagement and thought partnership ●Ensure the process is in place for TBRMs to act as an escalation point for major issues with any aspect of project/service delivery ●Ensure strong partnership is in place for TBRM with business to identify & document high-level business requirements via BRD flow proactively

Knowledge, Skills and Abilities (KSAs):   ●Bachelor’s degree or equivalent work experience in business administration, computer science, information systems, computer engineering or a related field  ●A minimum of 15 years of experience in IT and/or Business is required  ●Demonstrate ability to lead at the highest level of the organization by bringing forward new ideas, concepts, and systems through leadership and strong written and verbal communication with the ability to develop and communicate the IT vision and inspire and motivate staff ●Ability to handle detailed, complex concepts and problems and multiple tasks simultaneously ●Strong business acumen, including industry, domain-specific knowledge of the enterprise and its business units ●Demonstrate the ability to think strategically, drive collaborative decision-making, and develop and execute strategic plans ●Leadership experience in cross-functional teams or projects and influencing senior-level management and key stakeholders is required ●Excellent oral and written communication skills, including the ability to explain technology solutions in business terms ●Requires exposure to multiple, diverse technologies and processing environments ●Leader of both direct team members and matrix team management

Travel:  This position is a NYC office-based position, DC office-based is an option. Up to 10% travel on occasion.
